supervisors will not take action on the term sheet, that pier 30-32 ground lease and seawall lot 30 or amendments to the water plan until after pier 30-32 cac holds meeting to discuss those items. so i do want to again appreciate those. i think the most important thing at this point is a substantive and robust discussion and process that is meaningful. i think at the end of the day it will and on a better project both for this neighborhood and for the city and i look forward to that engagement. i really want to thank our neighborhood and community leaders for being respectful of the process and agreeing to participate in this. it could be something that people could set out and just say we oppose it, no way, we're not going to participate. but i really want to give it up for our residents for really approaching this in a respectful way and being open-minded and trying to work with the warriors on putting forward the best process. >> president chiu: thank you. supervisor kim has made a motion to amend. seconded by supervisor campos. >> supervisor campos: thank you, mr. president. i j

of the year. we are looking at some action items. our next item, action items, proposed amendments. the m d c bylawys. should go over them, one by one, vote for them. does the staff wish to identify the proposed amendments? >> i would be willing to do an introduction one at a time/ there has been discussion, set term limits. the appropriate thing is to bring it to the council for discussion and action. staff has written these proposed changes for the sake of discussion, not anything carved in stone. or not adopted. so, currently, the only thing that says, in the current bylaws for chairs, there shall be two co-chairs the service officers of the council. the council shall elect these officers. officer terms shall be one year. it is not say - the terms may be staggered by not less than three months. the idea was not to have another election for a co-chair right away so we have a job like jul was talking about. the idea was to have term limits, recommendation was too strong a word. co-chair shall serve a maximum of two terms. does anyone want to make a motion? if not, the bylaws can s

meeting discussion possible action on draft regs governing the handling of complaints related to alleged violations and referrals from the task force. i'm not sure i'm not sure within that scope you could actually act to amend the regs for investigation and enforcement proceedings. it pay be a close call, but it may be dependent on whether you take final action tonight or not. i don't have any particular quarrel with the proposed edits to the general regs. if i could, for a moment, on your last comment on subsection i in section 4 chapter 4. in the event that there is a complaint that alleges both a sunshine violation and other improper activities of other sorts, i would hope that the staff-initiated complaint pursuant to the last section doesn't reveal any more or less than necessary for the processing of the sunshine-related complaint, because the regular complaint wouldn't be disclosed under current provisions in the event it's dismissed or doesn't get tie problem cause report, et cetera.

in a more timely manner. to get back to the report, the mission sro collaborative, senior action collaborative, we went out and we interviewed over 150 sro tenants who live in chinatown, mission, central city area, seniors, people with disabilities. we had a wide range of questions. it is focused on being a needs assessment. to see what sort of needs the population was facing so we could identify recommendations slowly work to implement those recommendations. we have a couple of other people who will speak about those things today. i will turn it over to jessica at this point to talk a little bit more about what the results of the report were and some of the recommendations that came out of that report. >> thank you. thanks so much to the council for having us here and thank you to joanna fraguli for coordinating this. it is exciting work. it is wonderful to get into it and we see a lot of potential for making positive changes. i will pick up where josh left us, talk about the survey and the results, and go through the series of recommendations leading to one civic recommendation

neither the federal epa nor the epd back in the '90s were willing to take action under the clean water act to make the city fix its plumbing. so in 1994, we started upper chattahoochee river keeper. we filed a clean water act lawsuit. in 1997, we won. and so for the past decade, the city has embarked on a program to clean up the river. now, with 1,800 miles of sewer system, three sewage plants and combined sewer overflows, it took a number of years to figure out what would be the solution. we are facing a crisis in infrastructure. bethea: a huge change came about when mayor shirley franklin became the mayor of atlanta. we're having to choose how to spend our money. i named myself "the sewer mayor," and i wear that title very proudly, because, without wastewater infrastructure and drinking water infrastructure, the economy will stop. we did a major outreach. we trained an outreach team, who went to every community meeting, to educate people on how bad the crisis was. not only did i tell people that we'd have to raise rates, i told them we'd have to tear up the city to repair this

lgbt rights here in san francisco. the organization's life was actions for lgbt rights and dramatically increased the san francisco. during that period he formed the committee to defend gays in the military. this was back in the mid-1970's. and he began his work on the boycott in 1975. of course those of us who know a little bit about harvey milk know a little bit about his involvement in that boycott. as howard explains it, they came to harvey milk and howard and asked for their support for this strike and boycott and both harvey and howard endorsed it, which was really key to making the boycott successful because howard, working with harvey milk, used their influence with bartenders and bar owners in the make the boycott successful and it was really the first time where you had that very powerful pairing of the labor movement with the lgbt community, and that has become very powerful. howard was on the staff of seiu local 50, and as an organizer and community representative wa one of the first in the country to unite lgbt and labor struggles and educate both movements ab

come up with a plan and after you have a plan, you want to take action. remember, it's continuous fact gathering process. you want to evaluate your progress. there are 50 percent of the people can be rescued by who? this is where you come in for the next 30 percent to make it 80 percent of the people. the next 30 percent of the people can be rescued by you people. then there's another 15 percent, that's where the fire department comes in, or the sheriff's department, people who are trained to do those type of rescue. the other 5 percent is by specialized teams, the usar teams. if you are to get to somebody within the first 30 minutes, they have a 99 percent chance -- a greater than 99 percent chance of surviving. get to them within the first day, it dropping down to 81 percent. still not bad. but what happens on the second day? plummets quite a bit, just under 34 percent. now you are always going to have your safety equipment with you, correct? when you get together as you assemble, make sure you have, at least one person has something here that you guys can all use. different typ

overflows now face an enforcement action called a consent decree. under a consent decree, a city must reduce pollution levels significantly within a strict time frame or face heavy fines. in 1960, the combined sewer overflows were a perfectly legitimate way of dealing with sewers. woman: the mind set was that, what did it matter if we were sending our waste downstream? water was a good conveyance for pollution. man: sewer systems are installed to reduce public health problems. now what you're doing is transferring the problem, you're transferring it to downstream cities. in addition, cities and towns above pittsburgh were doing the same thing. and then they were affecting the water intakes of pittsburgh. 90% of this region gets its drinking water from those same rivers that we have overflows occurring. hecht: we have sewage overflow with as little as 1/10" inch of rain. and our average storm here is a 1/4" storm. lichte: over a year's period, 16 billion gallons' worth of combined sewage and stormwater overflows into our rivers. tarr: it's not a problem of point "x" and point "y" alone
